Abstract

Barangay Batasan Hills in Quezon City, part of the National Capital Region, faces ongoing illegal parking due to rapid urbanization and increasing vehicle volume, leading to congestion and safety concerns. This study assessed the preventive effect of traffic enforcement measures by examining respondents’ profiles, perceived effectiveness of enforcement, observed frequency of illegal parking, and level of compliance among motorists. It also identified implementation challenges and proposed an action plan to improve road discipline. The study employed a quantitative descriptive research design to assess the preventive effect of traffic enforcement measures on illegal parking in Barangay Batasan Hills. Purposive sampling was used to select 50 respondents, consisting of 20 community members, 20 drivers, and 10 Barangay Public Safety Officers with relevant experience in the area. Formal permission was secured from the Traffic and Transport Management Division (TTMD) and barangay officials before data collection. Respondents were informed about the study’s purpose and answered survey questionnaires. The gathered data were organized and analyzed using frequencies, percentages, mean scores, and tests of differences to interpret the findings. Most respondents were males aged 34–41, primarily elementary graduates, and had lived or served in the barangay for ten years or more. Traffic enforcement was generally perceived as effective, especially due to officer presence, regular patrolling, and penalties that encouraged compliance. Enforcement measures were most effective in encouraging drivers to comply with parking regulations because of penalties, Challenges included drivers’ limited awareness of parking rules and insufficient enforcement personnel. Based on the findings, the study recommends strengthening traffic enforcement improving signage, and conducting regular assessments to enhance compliance and road safety in Barangay Batasan Hills. It also calls for better coordination among local officials and traffic agencies and increasing public awareness to promote compliance and long-term road safety. The installation of surveillance cameras use of digital reporting systems, high risk areas and support monitoring and documentation of violations and establishment of designated parking zones are. Community engagement is likewise encouraged to sustain long-term compliance.
