An Assessment of Curfew-Hour Safety Measures Implemented in Barangay 176-B, Caloocan City

Abstract
This research evaluated the enforcement of curfew protocols in Barangay 176 B, Caloocan City, specifically examining the effectiveness of joint operational strategies and community awareness campaigns in maintaining local peace and order. The study primarily aimed to determine how these safety measures influenced community stability and sought to identify the primary obstacles faced by local enforcers during their nightly operations. Using a descriptive research design, the researchers utilized a quantitative approach to gather objective data regarding the implementation of local ordinances. The study collected comprehensive data from 96 respondents, consisting of a balanced mix of local residents and barangay officials, selected through a purposive sampling technique to ensure that the participants had direct experience or knowledge of the curfew operations. Data were gathered through a validated survey instrument that measured perceptions of safety, frequency of patrols, and level of compliance using a Likert scale. The statistical results indicated that the community viewed the current curfew measures as “Strongly Effective,” with a high weighted mean reflecting satisfaction in the visible reduction of nighttime crimes. The findings particularly emphasized the critical roles of increased police visibility and the systematic implementation of strict parental supervision within the household as the backbone of the program’s success. Statistical analysis further highlighted that active patrolling by the Barangay Tanod and the consistent enforcement of household rules were the most significant factors in ensuring compliance among minors and reducing loitering in public spaces. However, the study also identified critical challenges that hindered the full success of the program, most notably the persistent lack of cooperation among some residents and the insufficient operational resources, such as patrol vehicles and communication equipment, available to the enforcers. These gaps often resulted in inconsistent monitoring in more secluded areas of the barangay. Based on these results, the study proposed the “Curfew Hours Safety Measures,” a comprehensive strategic plan designed to enhance existing enforcement protocols, strengthen community engagement through monthly seminars, and promote a safer environment for the youth and residents of Barangay 176 B.
