Abstract

This study assessed the police performance in the implementation of Presidential Decree No. 1602, a law that imposes stricter penalties against illegal gambling in the Philippines. Despite the existence of this decree, illegal gambling remains prevalent in many communities, raising concerns regarding the effectiveness of its enforcement. The study aimed to evaluate the level of police performance and determine whether significant differences exist in the assessment of various stakeholders. The research employed a descriptive-quantitative design. A total of forty-two (42) respondents participated in the study, composed of fifteen (15) Barangay Officials, twenty-five (25) gamblers’ victims, and two (2) personnel from the Philippine National Police (PNP). Data were collected using a structured survey questionnaire measuring awareness, enforcement strategies, operational effectiveness, and community coordination. Statistical tools such as frequency, percentage, weighted mean, and Analysis of Variance (ANOVA) were utilized to analyze and interpret the data. The findings revealed that police performance in the implementation of Presidential Decree No. 1602 was generally rated as effective across the identified indicators. However, the ANOVA results showed a statistically significant difference in the perceptions of the three groups of respondents, indicating varying assessments of police effectiveness. Barangay officials tended to rate performance higher compared to gamblers’ victims, while PNP personnel provided self-assessments consistent with operational standards. The results suggest that while enforcement efforts are evident, differences in perception may be influenced by community experience, level of awareness, and direct exposure to illegal gambling activities. Challenges such as limited resources, manpower constraints, and socio-economic factors continue to affect full implementation. Strengthening community partnership, enhancing transparency, and providing continuous training for police personnel are recommended to improve enforcement outcomes and sustain public trust in the implementation of Presidential Decree No. 1602.
