Abstract

The purpose of this study is to determine the effectiveness of the Safe Spaces Act in reducing sexual harassment in streets and public spaces in Barangay 176, Caloocan City, in terms of age, civil status, highest educational attainment, and length of residency/years in service. The study utilized a quantitative method. The participants of the study are ten (10) violence against women and children desk officers, ten (10) law enforcement officers, and thirty (30) barangay residents. From the results of the study, it reveals that the majority of respondents are single, between the ages of 35–44 years old, and college graduates, with 10 years and above of residency and service. The elements signify the effectiveness of the Safe Spaces Act in terms of gender-based sexual harassment in restaurants and cafes, bars and clubs, resorts and water parks, hotels and casinos, cinemas, malls, buildings, and other privately owned places open to the public; and gender-based sexual harassment in public utility vehicles; and gender-based sexual harassment in streets and public spaces committed by minors is a significant issue. The assessment of the Safe Spaces Act in Barangay 176, Caloocan City, in terms of the aforementioned is "Very Effective." The problems encountered by Republic Act 11313 in reducing sexual harassment in streets and public spaces include limited support services for victims, limited access to justice for marginalized groups, social stigma, victim-blaming, and a lack of accountability among perpetrators. Overall, the researchers recommend actively engaging in the Safe Spaces awareness and education program to ensure that individuals are knowledgeable and can foster a supportive environment that empowers vulnerable groups to recognize harassment, seek help, and contribute to creating safer public spaces for all.
