Abstract

Safety is a basic human need, and communities cannot fully develop socially, economically, or emotionally when residents do not feel secure. In the Philippines, barangays serve as frontline institutions responsible for maintaining peace and order. Under the supervision of the Department of the Interior and Local Government, barangay officials implement programs and policies intended to protect residents and promote public safety. This study used a quantitative descriptive-correlational design. The descriptive component measured the implementation of security measures and residents’ perceived safety, while the correlational component determined whether a significant relationship existed between these variables. The study examined five security measures: visible patrol operations, street-lighting installation, CCTV-camera installation, curfew enforcement, and community-engagement programs. The research was conducted in Barangay Santo Cristo, City of San Jose del Monte, Bulacan. The results showed that security measures in Barangay Santo Cristo are generally well implemented. Visible patrol operations received a high weighted mean. Most respondents agreed that barangay officers regularly patrol their neighborhoods, particularly during nighttime. Residents stated that seeing uniformed personnel increases their sense of protection and discourages suspicious activities. The findings of this study confirm that security measures play a crucial role in shaping residents’ perception of safety. When security efforts are visible and consistent, people feel more confident and secure in their surroundings. Visible patrol operations contribute significantly to perceived safety. The presence of uniformed officers acts as both a deterrent to crime and a reassurance to residents. Patrol visibility reduces fear and strengthens trust in local governance. Street lighting is one of the most effective environmental crime prevention strategies. Well-lit areas discourage criminal activity because offenders prefer dark and isolated locations. Lighting also improves residents’ comfort when walking at night. CCTV cameras enhance both monitoring and accountability. Even if they do not prevent all crimes, their presence increases residents’ confidence that incidents can be documented and addressed properly.
