Assessing the Waste-Management Strategy of Barangay 183, Caloocan City: A Proposed Waste-Management Program

Abstract

In the Philippines, rapid urbanization has intensified waste generation, posing significant environmental and health risks. Barangay 183 in Caloocan faces critical challenges, including low community participation and ineffective waste segregation. This study addresses a vital research gap by assessing current strategies to propose a structured waste management program. By identifying existing inefficiencies, the research provides a timely solution to foster a cleaner, safer, and more sustainable urban environment through enhanced community involvement and strategic policy improvements. This study utilized a quantitative descriptive research design to accurately evaluate local waste management practices. Data were gathered from 50 purposively selected residents of Barangay 183, Caloocan, ensuring a representative cross-section of age, sex, and residency status. A validated survey questionnaire served as the primary instrument for data collection, focusing on sustainability, community discipline, and segregation. Statistical analysis was performed using frequency, percentage distribution, and weighted mean calculations, with findings interpreted through a four-point Likert scale. The findings indicate that the respondent base is primarily composed of long-term residents (74%) and individuals aged 33 and above (62%). While residents generally "Agree" that current strategies are sustainable (mean=2.96) and discipline exists (mean=3.07), significant gaps were identified. The most pressing challenge is irregular or delayed garbage collection (14.29%), followed by low community participation (13.31%). Although waste segregation is positively perceived for improving sanitation (mean=3.62), the lack of visible public bins (mean=2.88) and weak enforcement of penalties (mean=2.74) hinder the system's overall effectiveness. Furthermore, 12.66% of residents reported insufficient recycling facilities, emphasizing a critical infrastructure deficit that requires immediate intervention. The findings highlight a system where moderate awareness is undermined by institutional gaps. Improving service delivery and infrastructure is critical for behavioral compliance. Key implications suggest institutionalizing stricter enforcement and intergenerational campaigns. Future research should focus on technology-integrated monitoring to transform current awareness into lasting community action and long-term environmental sustainability.
