Abstract

Barangay Public Safety Officers (BPSOs) play a vital role in maintaining peace, order, and safety at the barangay level, serving as the frontline enforcers of local public safety initiatives in coordination with barangay officials and law enforcement agencies. This study assessed the performance of Barangay Public Safety Officers in implementing crime preventive measures in selected barangays of Caloocan City, with the end goal of promoting a resilient and safe community. The study used a descriptive research design and employed purposive sampling. A total of seventy-one (71) respondents participated, consisting of twenty-two (22) police officers, fifteen (15) Barangay Public Safety Officers, and thirty-four (34) community residents from selected barangays in Caloocan City. Data were gathered through a survey questionnaire and analyzed using appropriate statistical tools. Findings revealed that most respondents were aged 34–41 years, predominantly male, college-level, and had 4–6 years of residency or service. Overall, the performance of Barangay Public Safety Officers in crime preventive measures was rated Very Effective in terms of local enforcement, community engagement, and crime prevention. A significant difference was found among the respondents’ assessments. However, community engagement obtained the lowest rating, indicating the need to strengthen the participation of homeowners’ associations and school-based organizations. The most commonly encountered problem was the limited knowledge of BPSOs regarding legal procedures, self-defense, and proper apprehension techniques. Based on the findings, the study recommends the implementation of an enhanced Barangay Public Safety and Crime Prevention Program by the Caloocan City Government in coordination with barangay officials. This program should focus on regular training for BPSOs, strengthened community involvement, institutional support, and continuous evaluation to ensure a more effective, sustainable, and resilient community safety system.
