Abstract

Barangay Sta. Lucia in Novaliches, Quezon City is a residential community that seeks to maintain peace, safety, and public order. However, petty crimes, neighborhood conflicts, and disturbances continue to affect residents’ security and well-being. Barangay personnel, including barangay officials, barangay tanod personnel, and Barangay Public Safety Officers, play important roles in crime prevention, incident response, and ordinance enforcement. Limited resources, insufficient personnel, and inadequate advanced training may constrain their performance. This study assessed the effectiveness of barangay personnel in maintaining peace and order and protecting the community. The study used a quantitative descriptive research design and purposive sampling. Data were gathered through interviews and surveys from respondents comprising 20 barangay tanod personnel, 10 barangay officials, and 20 community residents of Barangay Sta. Lucia, Novaliches, Quezon City. The study assessed respondents’ perceptions of how barangay personnel addressed community safety and peace-and-order concerns. The findings indicate that barangay personnel in Sta. Lucia were generally effective in maintaining peace and order. They regularly patrolled the streets, responded promptly to emergencies, mediated disputes among residents, and collaborated with the local police. However, respondents identified a need for additional training in conflict resolution. The findings suggest that barangay personnel contribute to community safety through patrols, emergency response, dispute mediation, and coordination with the police. Nevertheless, the effectiveness of these functions may be constrained by limited resources, insufficient personnel, and gaps in advanced training. Strengthening conflict-resolution training and operational support may improve the barangay’s capacity to maintain peace and order.
