Abstract

Barangay tanods play a vital role in maintaining peace and order within communities; however, their effectiveness largely depends on the level of welfare support they receive. Despite their importance, many barangay tanods face challenges such as inadequate equipment, insufficient compensation, and limited resources, which affect their performance and job satisfaction. These issues highlight a gap in understanding how welfare conditions influence the overall implementation of public safety. This study aimed to address this gap by examining the impact of barangay tanod welfare on public safety in Barangay Commonwealth, Quezon City. Specifically, it explores the perceptions of barangay officials, tanods, and residents in terms of performance, job satisfaction, incident response, and community response to determine how welfare support contributes to effective community safety. A quantitative research design was used in this study. Data were collected through a structured survey questionnaire distributed to barangay officials, barangay tanods, and residents. The responses were analyzed using statistical tools, including frequency, mean, and Analysis of Variance (ANOVA), to determine differences in perceptions among the three groups. The study focused on measuring the level of barangay tanod welfare and its relationship to public safety implementation. The results revealed that there is no significant difference in the assessment of barangay tanod performance among officials, tanods, and residents, as indicated by the computed F-value being lower than the critical value and a p-value greater than 0.05. Additionally, respondents emphasized that functional equipment and fair compensation are essential factors that influence both performance and job satisfaction. Among the variables, performance and incident response showed strong relevance to effective public safety implementation, while community response highlighted the importance of cooperation between residents and tanods. Finding safety gains at the neighborhood level might depend on better care for tanods - support like fair pay, useful tools, plus backing from locals. Still, insights here come only from one place: Barangay Commonwealth. That narrow base means results could shift in different settings. Looking ahead, widening the lens to more sites, while adding new factors, may deepen what we know and feed smarter rules down the line.
