Abstract

Children in Conflict with the Law (CICL) remain a significant concern in many urban communities in the Philippines, including Barangay Batasan Hills, Quezon City. Cases involving truancy, vagrancy, minor theft, and other status offenses highlight the need for preventive interventions rather than punitive measures. In response, barangay-based youth programs such as sports activities, livelihood training, mentoring, and educational support have been implemented to guide young individuals toward positive development. This study aimed to assess the impact of youth programs in preventing children from becoming in conflict with the law in Barangay Batasan Hills, Quezon City. This study used a quantitative descriptive research design. A total of 60 respondents were selected using purposive sampling, composed of 15 Sangguniang Kabataan (SK) officials (25%) and 45 youth participants (75%). Data were gathered using a structured survey questionnaire divided into three parts: respondent profile, assessment of program impact, and challenges encountered. Statistical tools used included frequency, percentage, weighted mean, ranking, four-point Likert scale, and the Mann–Whitney U test. The study used a quantitative descriptive research design and involved 60 respondents selected through purposive sampling, consisting of 15 Sangguniang Kabataan officials (25%) and 45 youth participants (75%). Data were gathered using a structured questionnaire and were analyzed through frequency and percentage distribution, weighted mean, ranking, a four-point Likert scale, and the Mann–Whitney U test. The findings conclude that youth programs in Barangay Batasan Hills have a significant and positive impact in preventing children from becoming in conflict with the law. Programs effectively promote behavioral improvement, strengthen community participation, and reduce juvenile incidents. However, reporting barriers such as financial constraints, lack of knowledge, and limited trust in institutions must be addressed to maximize effectiveness. Strengthening access to reporting mechanisms, enhancing transparency, and sustaining collaborative efforts among youth, families, and barangay officials are essential for long-term crime prevention and youth development.
