Abstract

Noise pollution and public disturbances remain challenges in urban barangays, affecting community peace and well-being. In Caloocan City, Ordinance No. 0643 s. 2016 regulates videoke and amplified sound to protect residents. Barangay Public Safety Officers (BPSOs) enforce this ordinance, maintain order, and mediate conflicts. This study examines their effectiveness in Barangay Caybiga, focusing on personnel and training, logistical requirements, and procedure and coordination, to provide insights for stronger governance and safer communities. This study employed a quantitative descriptive research design involving residents, Barangay Public Safety Officers, and barangay officials selected through purposive and simple random sampling. Data were gathered using a validated self-made survey questionnaire administered with barangay approval. The collected data were analyzed using frequency, percentage, weighted mean, and the Kruskal–Wallis H-test to determine the effectiveness of BPSOs in implementing City Ordinance No. 0643 s. 2016 in terms of personnel and training, logistical requirements, and procedures and coordination. The results showed that Barangay Public Safety Officers were generally effective in implementing City Ordinance No. 0643 s. 2016 in Barangay Caybiga. Personnel and training and logistical requirements were rated as effective, while procedures and coordination were rated as highly effective. However, challenges remained in equipment maintenance and logistical support, and differences in perceptions were observed among residents, BPSOs, and barangay officials, indicating the need for continuous improvement in enforcement operations. The study indicates that the Barangay Public Safety Officers (BPSOs) of Barangay Caybiga are generally effective in enforcing City Ordinance No. 0643 s. 2016 in Caloocan City, especially in following procedures and coordinating with barangay officials, but their performance is limited by insufficient equipment and the need for more regular training; despite these challenges, their presence has improved community awareness and helped maintain order, indicating that stronger logistical support and continuous capacity-building would further enhance enforcement.
