Abstract

Road safety is a serious concern in Barangay Commonwealth, Quezon City, known for heavy traffic and frequent violations. To address this, the government introduced the Non-Contact Apprehension Program (NCAP), which uses cameras and technology to identify and penalize violators without direct confrontation with traffic enforcers. Instead of being flagged on the road, tickets are sent through mail or online platforms. This system seeks to improve discipline, minimize corruption, and reduce accidents in one of Metro Manila’s busiest roads. The study focuses on whether NCAP effectively promotes a safer driving environment in Barangay Commonwealth, Quezon city by examining its influence on road safety, traffic flow, and driver discipline. This study focused on determining the effectiveness of road safety measures in promoting a safer driving environment. The study used a quantitative research design and employed a survey questionnaire with a 4-point Likert scale to gather data from 50 respondents, mainly the 40 road users and 10 traffic enforcers in Barangay Commonwealth, Quezon City. The data collected were analyzed using statistical tools such as the mean and t-test to identify differences in the perceptions of the two groups. The findings of this study indicate that road safety programs play an important role in improving driving behavior and traffic management. It is recommended that concerned agencies continue to strengthen road safety initiatives and enforcement strategies to further promote road safety and reduce traffic-related risks.
