Abstract

Road safety remains a major concern in urban communities where drivers’ failure to comply with traffic regulations contributes to accidents, congestion, and public safety risks. This study focuses on identifying the factors affecting drivers’ nonadherence to traffic laws in Bagbaguin, Valenzuela City. It aims to examine behavioral, environmental, and enforcement-related influences that lead drivers to disregard traffic rules and understand how these actions impact road safety. The study used a descriptive research design to analyze drivers’ behaviors and experiences. Data were collected through structured surveys and selected interviews conducted among licensed drivers operating within the study area. Respondents were chosen using purposive sampling to ensure that participants had regular exposure to local traffic conditions. The gathered data were analyzed using frequency counts, percentages, and thematic interpretation to identify common patterns and contributing factors. Findings revealed that the most common reasons for nonadherence include time pressure, lack of strict law enforcement, inadequate road signage, traffic congestion, and overconfidence in driving skills. Some drivers admitted ignoring traffic signals and speed limits due to perceived low risk of penalties. Environmental factors such as poorly maintained roads and unclear lane markings also contributed to violations. Additionally, inconsistent monitoring by authorities was identified as a key factor encouraging repeated noncompliant behavior. The results indicate that drivers’ nonadherence is influenced by a combination of personal attitudes, road conditions, and enforcement effectiveness. Weak implementation of traffic laws and insufficient awareness programs may reinforce unsafe driving practices. Strengthening enforcement strategies, improving road infrastructure, and promoting continuous driver education are essential to reduce violations and enhance overall road safety. The study highlights the need for coordinated efforts between local authorities and the community to encourage responsible driving behavior and minimize traffic-related incidents.
