Abstract

Street crimes continue to pose significant challenges to public safety in both urban and semi-urban communities. In Kasiglahan Village, Rodriguez, Rizal, local authorities have installed Closed-Circuit Television (CCTV) cameras as a crime prevention strategy, aiming to deter offenders, assist in investigations, and provide real-time monitoring of public spaces. This study evaluates the effectiveness of CCTV systems in reducing crime within the community, with particular focus on deterrence, investigative support, and sustainability. A quantitative research design was employed, using survey questionnaires as the sole instrument for data collection. Sixty respondents participated in the study, consisting of thirty residents, twenty police officers, and ten barangay officials. The survey assessed perceptions of CCTV effectiveness in terms of budget and resources, operational efficiency, and long-term viability. Statistical tools were applied to analyze the responses and determine whether significant differences existed among demographic groups. Findings revealed that CCTV cameras contribute to crime reduction by increasing the perceived risks for offenders and strengthening investigative processes. Respondents reported enhanced feelings of safety and acknowledged the usefulness of CCTV footage in resolving cases. However, limitations were identified, including insufficient monitoring, technical maintenance issues, privacy concerns, and resource constraints. Results further emphasized that CCTV systems are most effective when integrated with complementary strategies such as police visibility, community-based programs, and improved street lighting. In conclusion, CCTV cameras in Kasiglahan Village provide measurable benefits to crime prevention but require sustained funding, technical support, and community engagement to maximize effectiveness. These findings offer evidence-based guidance for policymakers and local stakeholders in enhancing public safety initiatives.
