Abstract

The Barangay Justice System (BJS), created under the Local Government Code of 1991, is a community-based system that settles disputes through mediation and conciliation. Its goal is to provide simple, fast, and peaceful justice at the local level. In highly urbanized cities like Quezon City, where family issues, debt problems, rental conflicts, and minor injuries are common, the BJS plays an important role in keeping peace, harmony, and order in the community. The study used a quantitative descriptive-comparative design and a survey questionnaire to measure how effective the Barangay Justice System is based on respondents’ views. There were 50 respondents in total. Barangay Holy Spirit had 10 officials and 15 residents, while Barangay Pasong Tamo also had 10 officials and 15 residents. Purposive and random sampling were used to select participants who were knowledgeable about barangay dispute resolution and to ensure fair representation. The study indicates that the Barangay Justice System is very effective in both barangays. Officials handle cases quickly, and most people are satisfied because parties usually accept and follow the agreements. Mediation also helps reduce conflict and restore good relationships. There is no big difference in effectiveness between Barangay Holy Spirit and Barangay Pasong Tamo. The study suggests setting clear timelines, giving regular training to Lupon members, improving monitoring of agreements, and holding community information campaigns to make the system even better. This study assess the impact of the Barangay Justice System on different types of cases in selected barangays of Quezon City, particularly Barangay Holy Spirit and Barangay Pasong Tamo, in terms of resolution rate, satisfaction level, and promotion of reconciliation, and to determine whether there is a significant difference in the respondents' assessment of the system between the two barangays.
