Abstract

The effective enforcement of local ordinances plays a vital role in maintaining public order and community discipline. City Ordinance SP-2350, Series of 2014, was implemented in Quezon City to regulate public conduct and ensure compliance with established local policies. In Novaliches, Task Force Disiplina is primarily responsible for implementing this ordinance and monitoring violations. the effectiveness of enforcement efforts depends on adequate personnel, logistical support, procedural coordination, and community cooperation. This study aimed to assess the level of implementation and effectiveness of City Ordinance SP-2350 in Novaliches. This study used a quantitative descriptive evaluative research design. The descriptive method was used to determine the current level of enforcement in terms of personnel and training, logistical requirements, and procedure and coordination. The evaluative approach assessed the effectiveness of enforcement practices based on the perceptions of Task Force Disiplina personnel, residents, and vendors. Data were collected through survey questionnaires and analyzed using appropriate statistical tools to determine the overall assessment and identify existing problems in implementation. The findings revealed that City Ordinance SP-2350 is generally implemented at a moderate to high level in Novaliches. Respondents agreed that Task Force Disiplina personnel are actively conducting monitoring and enforcement operations. However, some challenges were identified, particularly in manpower allocation, availability of equipment, and consistency in procedural coordination with barangay officials. Differences in assessment among respondents were minimal, indicating a relatively uniform perception of enforcement practices. The results indicate that while the ordinance is being implemented effectively, certain operational limitations affect its full enforcement. Insufficient manpower and logistical constraints may reduce the efficiency of monitoring activities. Strengthening coordination with local officials and enhancing resource allocation could improve compliance and overall effectiveness. Continuous evaluation and strategic planning are recommended to ensure sustained enforcement and stronger community cooperation.
