Abstract

The effectiveness of police patrol personnel operations is essential in maintaining peace, order, and public safety in urban communities. Barangay Payatas, Quezon City, employs systematic patrol strategies to deter crime, enhance police visibility, and foster community trust. The success of these operations relies on adequate personnel, proper materials and equipment, procedural coordination, and community cooperation. This study aimed to evaluate the effectiveness of police patrol personnel operations in Barangay Payatas in terms of police presence, materials and equipment, and community perception. A quantitative descriptive research design was employed. The descriptive component assessed police presence, materials and equipment, and community perception, while the evaluative aspect examined operational effectiveness from the perspective of police personnel, barangay officials, and residents. Eighty respondents were selected using purposive sampling. Data were collected through a structured survey questionnaire using a Likert scale and analyzed using frequency distribution, weighted mean, and Kruskal-Wallis H-test to determine differences in assessment and identify operational challenges. Findings indicated that police patrol personnel operations in Barangay Payatas are generally highly effective. Respondents rated police presence and materials and equipment with an overall weighted mean of 3.68 (Highly Effective), while community perception scored 3.61 (Highly Effective). Key challenges included exposure to crime-related risks, limited manpower, insufficient patrol visibility in some areas, and coordination gaps with barangay officials. Despite these issues, respondents showed a relatively uniform perception of patrol effectiveness. The study suggests that while patrol operations are effective, operational limitations such as resource constraints and risk exposure hinder full efficiency. Strengthening coordination with barangay officials, enhancing resource allocation, and implementing strategic patrol scheduling can improve enforcement outcomes. Community engagement, feedback mechanisms, and continuous evaluation are recommended to sustain high levels of public safety and community trust in police patrol personnel operations.
