Abstract

The study entitled Community-Based Crime Prevention Program in Barangay Payatas: Basis for Developing Strategic Action Plan aimed to evaluate the effectiveness of community-based crime prevention initiatives and determine their contribution to maintaining peace and order within the community. Crime prevention is considered a shared responsibility among barangay officials, law enforcement agencies, community organizations, and residents. Guided by Social Disorganization Theory and Collective Efficacy Theory, the study emphasized cooperation, trust, and active community participation as essential factors in reducing crime and strengthening public safety in Barangay Payatas, Quezon City. The study used a quantitative descriptive research design to assess the implementation of community-based crime prevention programs. Purposive sampling was applied in selecting fifty (50) respondents composed of barangay officials, police officers, and community residents directly involved in crime prevention activities. Data were gathered using a validated researcher-developed questionnaire focusing on crime reduction, crime prevention, and community support. Statistical tools such as frequency, percentage, and weighted mean were used to analyze and interpret the collected data. The results indicate that while community-based crime prevention programs in Barangay Payatas are generally effective, their sustainability depends on stronger collaboration, increased public involvement, sufficient funding, and improved communication systems. A strategic action plan is proposed to enhance coordination, expand awareness programs, encourage participation, and integrate technological support to strengthen crime prevention efforts and promote long-term community safety. The study supports policy formulation and provides guidance for future researchers and local leaders in improving sustainable community-based crime prevention practices. Findings showed that respondents strongly agreed that community participation, proper information dissemination, and cooperation between residents and law enforcement significantly contribute to crime reduction and prevention. The programs were viewed as effective in increasing awareness, promoting safety, and improving peace and order. However, challenges identified included limited budget allocation, low community participation, fear of reporting crimes, weak coordination among stakeholders, and inadequate access to modern crime prevention resources.
