The Effects of the New Traffic Signal System’s Transition: An Assessment

Abstract
The transition to a new traffic signal system represents a major step toward improving road management, safety, and traffic efficiency in urban areas. Anchored on Republic Act No. 4136, or the Land Transportation and Traffic Code, and aligned with the traffic modernization initiatives of the Department of Public Works and Highways (DPWH), the system aims to reduce congestion and enhance vehicle flow through adaptive signal control technology. This study assesses the effects of the new traffic signal system on traffic operations and road users, with respondents composed of drivers, commuters, and traffic enforcers. Using a random sampling technique, the researchers collected data through survey questionnaires to capture firsthand experiences and challenges related to the system’s implementation. A quantitative, descriptive research design was employed to analyze the collected data. The findings revealed key challenges such as signal timing errors, drivers’ unfamiliarity with the system, resistance to new signal patterns, slow data connections, and congestion during the adjustment period. Based on these results, the study proposes actionable recommendations for adoption by the Metropolitan Manila Development Authority (MMDA), including continuous monitoring and performance evaluation, public orientation campaigns for drivers, signal timing optimization, and capacity-building programs for traffic enforcers. These aim to enhance the efficiency, reliability, and acceptance of the new traffic signal system and provide a practical framework for policy and traffic management improvements.
