Abstract

This research examines the key factors contributing to the lack of enforcement of traffic regulations along Zabarte Road in North Caloocan. the study gathers point of view from both law enforcers and community members to identify the causes of these challenges. The findings are intended to offer better better recommendations to improve traffic enforcement and management, promoting a safer and more organized road environment in the area. This study employs a qualitative-descriptive approach. Involved the use of qualitative research design by means of survey respondents by 50 people, key informant interview participated by 15 traffic enforcers, 15 motorist, and 20 commuters. Emplying a purposive sampling strategy, participants were selected based on their relevance to the research objectives, ensuring depth and richness of the data. The findings showed that most respondents were young male residents of Zabarte, North Caloocan. They strongly agreed that a lack of manpower contributes to traffic violations on Zabarte Road and that additional training, particularly in communication and conflict management, would improve traffic enforcement. Respondents also emphasized that insufficient resources make it difficult to properly implement traffic rules. Frequent traffic congestion was identified as the primary issue, as it encourages motorists to disregard regulations. To address these concerns, respondents recommended establishing designated loading and unloading zones to reduce road obstruction and improve traffic flow. To sum up, this study highlights that the resources and training for traffic officers in Zabarte is still need improvement. This study addresses the persistent issue of traffic congestion in Metro Manila, particularly focusing on the effectiveness of traffic management programs. This study proposed an enhancement plan in order to enhance the knowledge and skills, improve infrastructure, increase public awareness and cooperation on traffic laws and regulations.
