Abstract

This study aimed to assess the fire emergency response system in Barangay North Fairview, Quezon City, by identifying its strengths, weaknesses, and areas for improvement to enhance community safety and disaster resilience. Specifically, it examines the effectiveness of fire emergency response in reducing property damage and determines whether there is a significant difference in respondents’ assessments of the system. The study employed a quantitative research design, chosen for its suitability in describing real-world conditions without manipulating variables, particularly in understanding how response delays affect fire incidents within the barangay. Fire response delays are critical factors that can intensify damage and risks to life and property, as even minimal lapses may lead to severe consequences. Guided by concepts from the Urban Fire Disaster Response Delay Model, the study emphasizes analyzing response gaps and operational challenges from the perspectives of both responders and residents. Findings showed that most respondents belonged to the 18–25 age group, comprising 36% of the sample, followed by those aged 26–33 at 24%, while older age groups represented smaller proportions. Overall, the results highlight key demographic trends and provide a structured evaluation of fire emergency response in Barangay North Fairview, serving as a basis for evidence based recommendations to improve response efficiency and reduce fire related losses. Instrument validation was conducted through consultations with firefighters, emergency response personnel, the research adviser, a grammarian, and a statistician to ensure clarity, accuracy, and reliability. Prior to data collection, formal permission was obtained from barangay officials and the BFP, followed by a briefing to orient respondents on the study’s objectives and questionnaire procedures.
