Abstract

This study aimed to determine the implementation of curfew ordinance on minors in terms of enforcement, awareness and community perception. In particular, the research considers three variables: information drive, penalty imposed and community participation. It aimed to find out the implementation and effect of curfew for improving safety and discipline among children, as well as in reinforcing discipline-related regulations for minors. Quantitative descriptive research design are used in this study were the data is collected through structured survey questionnaires provided to community residents, as well as the barangay tanods and officials responsible for monitoring and enforcing the ordinance. The survey sought to gain participants’ knowledge, attitudes, and perceptions regarding the curfew ordinance, including their experiences in enforcement, clarity of information, fairness of penalties, and the overall involvement of the community. This provides systematic and empirical understanding on how curfew ordinance operates in practice within Barangay Novaliches Proper. The majority of respondents are older, male, and college-educated long-term residents, aged 51 or older identifying as male. Most respondents have lived in community for more than ten years, suggesting a deep familiarity with norms and regulations. The respondents has strong support for curfew ordinance, highlighting the importance of clear informational campaigns, and the implementation of proportionate penalties for violators. Community participation emerged as a significant factor in the ordinance’s effectiveness, with many neighbors are actively monitoring minors during curfew hours. It also found statistically no significant differences in how various aspects of the ordinance implementation are evaluated, resulted in rejected null hypothesis and perceptions are uniform across the measured domains. On the challenges identified, minors’ resistance to compliance was the most notable, highlighting the need for enhanced supervision and increased parental engagement. The study highlights the curfew ordinance is supported and valued by the community, but the effectiveness depends heavily on consistent enforcement, active community participation, and parental involvement. The findings provide practical insights for policymakers and barangay officials to enhance curfew compliance and ensure the ordinance serves the intended purpose of maintaining safety and order among minors.
