Abstract

This study assessed awareness of the implementation of R.A. 10883, the New Anti-Carnapping Act of 2016, by the Highway Patrol Group in Barangay Commonwealth, Quezon City. The law strengthens legal measures against the unlawful taking of motor vehicles and supports enforcement efforts against carnapping. The study assessed personnel and training, enforcement, and community impact through a survey questionnaire. The 50 respondents comprised 10 Highway Patrol Group officers, 10 Barangay Public Safety Officers, and 30 community residents of Barangay Commonwealth. The highest-rated enforcement indicator concerned frequent checkpoints or patrols targeting vehicle theft (3.40), followed by the training of Highway Patrol Group personnel on R.A. 10883 (3.33) and community awareness of the law and its implications (3.31); all were interpreted as strongly agree. Most respondents were aged 41 years or older (36%), were female (54%), were married (50%), and had attained a college education (54%). The findings indicate favorable assessments of Highway Patrol Group training, targeted checkpoints and patrols, and community awareness of the New Anti-Carnapping Act. Future studies may examine additional variables and broader populations to provide a more comprehensive assessment of personnel, enforcement, and community impact.
