Abstract

This study assessed the effectiveness of barangay surveillance cameras in enhancing public safety in Barangay Camalig, Meycauayan, Bulacan. As crime prevention increasingly relies on technological integration, this research evaluated the performance of the existing CCTV system across three key dimensions: strategic placement, monitoring and maintenance, and public perception of safety. Using a descriptive-quantitative research design, data were gathered from 60 purposively selected respondents, including 40 residents, 10 barangay officials, and 10 police officers, through a structured Likert-scale survey. This diverse group of participants ensured a comprehensive evaluation of the surveillance system from both the technical and community perspectives. The findings revealed a high level of effectiveness, with all variables receiving a verbal interpretation of "Strongly Agree." Strategic Placement obtained an overall weighted mean of 3.74, where the system was highly recognized for its role in the quick identification of suspects (3.82). This suggests that cameras are tactically positioned at critical entry and exit points. Monitoring and Maintenance followed with an overall weighted mean of 3.66, with respondents noting that CCTV footage is readily available for investigations (3.70). Notably, Public Perception of Safety garnered the highest assessment with a weighted mean of 3.75, proving that the visible presence of cameras significantly boosts the community's sense of security and deters potential offenders (3.77). Despite these positive results, the study identified critical operational challenges that hinder total efficiency. The most prevalent issues included the existence of "blind spots" or unmonitored areas (95%), technical malfunctions such as poor image resolution (90%), and a lack of dedicated personnel for 24/7 monitoring (87.5%). Consequently, the researchers developed a Proposed Strategic Action Plan titled "Oplan Linaw-Ligtas." This plan recommends the installation of additional high-definition units in high-risk zones, the institutionalization of a formal maintenance schedule, and the professionalization of monitoring staff. By addressing these specific gaps, Barangay Camalig can maximize its surveillance infrastructure to provide a more robust, reliable, and proactive public safety framework for its constituents.
