Abstract

This study assessed the effectiveness of community-based fire accident prevention programs in Batasan Hills, Quezon City, in line with the Fire Code of the Philippines (Republic Act No. 9514), which mandates fire safety measures. The program was evaluated to determine its impact on reducing fire incidents and improving community preparedness. A simple random sampling technique was employed to ensure representativeness and impartial data collection. The study used a quantitative approach with a descriptive research design. Data were gathered through survey questionnaires after securing approval from the barangay and relevant fire units, followed by respondent briefings, questionnaire distribution, collection, and data analysis. Results showed that the community-based fire prevention program was perceived as Very Effective across all indicators. The highest-rated aspects included consistent household implementation of fire prevention measures and active volunteer support in fire education activities (weighted mean = 4.0). Fire awareness campaigns, hazard profiling, fire risk assessment, emergency preparedness, and logistics also received high ratings, with weighted means ranging from 3.8 to 3.9. Indicators such as regular equipment maintenance, adequate water supply, and efficient coordination during emergencies further reinforced the program’s strong effectiveness. Based on the findings, the study recommends ensuring sufficient and well-maintained firefighting equipment to boost community confidence and response capability; strengthening alignment between professional standards and community expectations through active stakeholder engagement; sustaining and enhancing program effectiveness through improved planning, coordination, and collaboration between fire officers and the community; providing regular fire safety training and emergency preparedness activities for residents; and encouraging future researchers to conduct similar or expanded studies focusing on innovation, stakeholder collaboration, and long-term sustainability of fire prevention programs.
