Abstract

This study assessed the effectiveness of crime prevention programs implemented by Barangay Public Safety Officers (BPSOs) in Barangay 177, Caloocan City. The research aimed to determine how effectively BPSOs maintain peace and order by examining their response capability, coordination with the police, implementation of barangay ordinances, resources, and manpower. It also explored the demographic profile of respondents and identified the challenges BPSOs face in performing their duties. A descriptive quantitative research design was employed, involving 50 respondents: 20 residents, 20 barangay officials, and 10 police officers, selected through purposive sampling. Data were collected using a validated survey questionnaire and analyzed using frequency, percentage distribution, weighted mean, and ranking to evaluate the overall effectiveness of BPSO programs. Findings indicated that respondents generally perceived BPSO programs as effective to strongly effective. Response capability was rated strongly effective, demonstrating that BPSOs are visible, responsive, and able to manage community incidents. Coordination with the police also received a strongly effective rating, particularly in joint patrols, information sharing, and assisting during crime events. Barangay ordinance implementation was rated strongly effective, showing that BPSOs properly monitor violations and ensure compliance with local rules. Meanwhile, resources and manpower, although effective, were identified as the main challenges limiting the full efficiency of BPSO operations. The study also showed that most respondents were middle-aged, with a higher proportion of females and a range of educational backgrounds. Despite generally positive assessments, challenges such as limited manpower, insufficient equipment, and logistical constraints were highlighted as factors affecting the optimal performance of crime prevention programs. In conclusion, Barangay Public Safety Officers in Barangay 177 play a vital role in maintaining peace and order, and their crime prevention programs are generally effective. To further enhance performance, the study recommends strengthening manpower support, improving resources, and providing continuous training. The findings of this study can guide barangay officials, BPSOs, and policymakers in refining local crime prevention strategies and inform future research on community policing and barangay-level public safety.
