Abstract

This study assessed the effectiveness of Oplan Sita as implemented by Police Station 13 in Payatas, Quezon City. The source introduction reported that Payatas had approximately 139,740 residents in 2020. It examined the operation as a preventive strategy for deterring minor offenses, enforcing traffic and vehicle regulations, strengthening community monitoring, and increasing police visibility. The study used a descriptive quantitative research design and purposive sampling to obtain perspectives from police officers and community leaders. Most respondents were aged 34–41 years, were male, had a master’s degree, and had lived or served in the area for 10 years or longer. Respondents rated police implementation of Oplan Sita as very important for deterring petty crimes and visible disorder, enforcing traffic and vehicle regulations, and signaling police guardianship through visibility. Statistical analysis indicated that individual column effects were not significant, while the sample factor and its interaction with columns explained significant variation. The study recommends assessing both operational outcomes and community perceptions of Oplan Sita, including the roles and authority of barangay personnel and their coordination with the Philippine National Police. Community feedback and stakeholder participation should be incorporated into future evaluations to improve crime deterrence, enforcement, visibility, and program implementation.
