Abstract

This study assessed the effectiveness of Quezon City Ordinance No. SP-2955, Series of 2020, among residents of Barangay Payatas B, particularly in promoting community safety and maintaining peace and order. Specifically, it aimed to determine the respondents’ demographic profile in terms of age, sex, and length of residency or service; evaluate the effectiveness of the ordinance in terms of awareness, enforcement, and health and well-being; identify problems encountered in implementation; and propose action plan to strengthen its enforcement. The study was guided by hypothesis, there is no significant relationship between the respondents’ demographic profile and their assessment of the ordinance’s effectiveness. A quantitative descriptive-correlational research design was used. Data were collected from fifty (50) purposively selected respondents, including residents, store owners, barangay personnel, and Philippine National Police (PNP) officers in Barangay Payatas B. A researcher-developed questionnaire was used as the primary data-gathering instrument. Statistical tools such as frequency, percentage, weighted mean, and inferential tests were employed to analyze and interpret the data. The results revealed that most respondents were aged 26–33 years, female, and had resided or served in the barangay for more than six months. In terms of effectiveness, awareness obtained an overall weighted mean of 2.51 and was interpreted as Effective, while enforcement (2.39) and health and well-being (2.38) were interpreted as Less Effective. The most common problem encountered was the difficulty in implementing the ordinance during special occasions or community events, as reported by 92% of respondents. The most recommended action plan was the implementation of a 24-hour, three-times-a-day roving monitoring system to strengthen enforcement and compliance. The findings indicate that while residents are generally aware of the ordinance, its enforcement and impact on community well-being require improvement. Strengthening enforcement strategies, increasing community awareness campaigns, and enhance coordination between barangay officials and law enforcement essential to improve the effectiveness of ordinance. The study provides valuable insights for barangay officials, law enforcement agencies, and policymakers in developing more effective strategies to maintain peace, order, and community safety.
