Abstract

This study assessed the effectiveness of the rehabilitation program for drug offenders at the Tahanan Drug Rehabilitation Center in Barangay Payatas, Quezon City. Anchored on Rational Choice Theory by Derek Cornish and Ronald Clarke (1986), it examined how the program influences decision-making and behavioral change by strengthening support systems, pragmatic elements, and environmental factors. The study also aimed to determine whether differences exist in the assessment of effectiveness between community members and rehabilitation patients. A quantitative descriptive-evaluative research design was employed. Fifty (50) respondents, composed of drug treatment personnel, former rehabilitation participants, and community members, were selected. Data were gathered through a validated survey questionnaire and analyzed using frequency, percentage, weighted mean, and t-test to determine significant differences in perceptions of effectiveness. The respondents, mostly young adult males, rated the rehabilitation program as “Very Effective” in all assessed areas. Peer support, responsibility development, and a conducive rehabilitation environment were identified as the strongest components. Statistical findings showed no significant difference in perceptions between community members and rehabilitees. Emotional stress was the most common challenge experienced during the program. The findings indicate that the rehabilitation program effectively supports behavioral change through structured activities, peer support, and a stable environment. The consistent evaluation from both community members and rehabilitees reflects confidence in the program’s overall performance. However, emotional stress and limited family support remain key challenges. Strengthening psychological interventions and family involvement is recommended to further enhance recovery outcomes and support successful reintegration into society.
