Abstract

This study assessed the implementation of the No Contact Apprehension Policy (NCAP) among motorists along Commonwealth Avenue, aiming to evaluate its effectiveness and provide recommendations for improving traffic management. Understanding public perceptions of NCAP is essential to enhance compliance, road safety, and law enforcement credibility. A descriptive survey method was employed to gather data from motorists regarding their awareness, understanding, and perceptions of NCAP processes, fairness, transparency, and impact on traffic behavior. Respondent profiles, including age, gender, education, and residency or familiarity with the area, were also collected to contextualize the findings. The respondents were predominantly young to middle-aged adults, with a higher proportion of females, and mostly possessed basic educational attainment. Most had mid-level residency or service in the area, indicating moderate familiarity influenced their evaluation. Respondents generally demonstrated high awareness of NCAP, understanding its procedures and contribution to road safety. NCAP was perceived as fair and transparent, particularly in minimizing enforcer bias. The policy positively impacted traffic management by improving traffic flow, reducing travel time, promoting disciplined driving behavior, and encouraging compliance with traffic rules. However, differences were observed in perceptions among respondent groups, reflecting varying experiences with traffic enforcement. Despite its overall effectiveness, challenges were identified, including insufficient public information and limited consideration of unexpected road situations. Strengthening information dissemination, support mechanisms, and public awareness is essential to enhance NCAP implementation. The study provides insights for policymakers, traffic authorities, and community stakeholders to optimize traffic management practices and ensure safer, more efficient road use along Commonwealth Avenue.
