Abstract

This study assesses the effectiveness of Barangay Tanod in responding to crime in Barangay Santa Monica, Novaliches. Barangay barangay tanod personnel, mandated as frontline peacekeepers, face challenges like inadequate training and limited resources, hindering their effectiveness, especially in urban areas. The study aimed to address the need for enhanced local peacekeeping strategies through a comprehensive examination of Barangay Tanod operations. A quantitative descriptive research design was employed, collecting data from 50 purposively selected respondents: 20 Barangay barangay tanod personnel, 10 barangay officials, and 20 residents of Barangay Santa Monica, Novaliches. A researcher-designed structured questionnaire, validated by experts, was used to gather data on demographic profiles, effectiveness assessments, problems encountered, and suggestions for improvement. Statistical analysis included frequency and percentage distributions, weighted mean, and the Kruskal-Wallis H Test. The findings reveal that respondents generally perceive Barangay barangay tanod personnel as "Highly Effective" in proceeding law awareness (3.53), apprehension of suspects (3.46), and logistical requirements (3.51). Key strengths include respecting individual rights, quick response times, and adequate uniforms. However, areas for improvement were identified, such as understanding authority limits, providing information to the police, and securing sufficient funding. The most significant problems encountered were insufficient equipment/resources (64%) and a lack of adequate training (60%). Statistical analysis indicated significant differences in the assessments of the three stakeholder groups (p < 0.05). The study proposes an action plan that includes targeted training programs, improved resource allocation, enhanced coordination mechanisms, and the implementation of performance monitoring systems. These recommendations aim to strengthen the effectiveness of Barangay barangay tanod personnel in maintaining peace and order, contributing to community policing and local governance in the Philippines. The study's insights are valuable for Barangay Santa Monica officials, barangay tanod personnel, residents, and future researchers, offering a framework for enhancing community safety and security through evidence-based strategies.
