Abstract

This study entitled “Addressing the Problem of Children in Conflict with the Law (CICL) in Barangay 176, Caloocan City” aimed to assess the factors contributing to juvenile delinquency and to evaluate the existing interventions implemented by the barangay and local authorities. The research used a descriptive quantitative research design, with respondents composed of barangay officials, representatives from the Women and Children’s Concern Section (WCCS), and community residents. The study examined several factors affecting children in conflict with the law, including family environment, peer influence, socio economic condition, educational factors, community environment, and exposure to social media. Data were collected using a structured survey questionnaire and analyzed using appropriate statistical tools to determine the level of assessment and identify problems encountered in addressing CICL cases. Findings of the study revealed that family problems, negative peer influence, poverty, lack of educational opportunities, unsafe community environment, and uncontrolled social media exposure significantly contribute to juvenile delinquency. The respondents also identified challenges such as limited rehabilitation programs, insufficient facilities, and inadequate parental and community involvement. Based on the findings, the study proposed measures such as strengthening community-based intervention programs, improving parental guidance, enhancing educational and recreational opportunities, and increasing coordination among barangay officials, social workers, and law enforcement agencies. The study concludes that addressing the problem of children in conflict with the law requires a collaborative effort from families, the community, and government institutions to ensure effective prevention, rehabilitation, and reintegration of affected minors into society.
