Abstract

This study evaluated the effectiveness and impact of the Barangay Bantay-Bayan program in Barangay 176-D, North Caloocan City in maintaining peace and order and promoting community safety. It assessed patrol visibility, community participation, incident responsiveness, and coordination with the Philippine National Police. It also examined differences in assessments when respondents were grouped by demographic profile, identified challenges faced by stakeholders, and proposed strategic interventions to enhance program performance. A quantitative descriptive research design was used. Data were gathered through a self-made, validated survey questionnaire administered to fifty purposively selected respondents: ten barangay officials, ten police officers, and thirty community residents directly involved in or exposed to the program. Statistical tools included frequency distribution, percentage, weighted mean, and one-way ANOVA to determine significant differences among respondent groups. Findings showed that the Bantay-Bayan program was generally rated as effective across all four dimensions. Patrols were perceived as visible, community participation was evident, incident response was timely, and coordination with the Philippine National Police was present. However, ANOVA results revealed statistically significant differences in perceptions among barangay officials, police officers, and community residents. Common challenges included inadequate training, insufficient documentation, limited coordination, and the absence of clear evaluation criteria. The program plays a vital role in crime prevention and community safety in Barangay 176-D, but improvements are needed to sustain effectiveness. Strengthening training, enhancing monitoring and evaluation systems, improving coordination with the Philippine National Police, and increasing community involvement are recommended to address identified gaps and standardize stakeholder perceptions while maximizing the program’s impact.
