Abstract

This study evaluated the role of Barangay Public Safety Officers (BPSOs) in crime deterrence at Barangay San Bartolome, Quezon City, focusing on their training and skills, response time, and community engagement. It also identified common problems encountered by BPSOs and examined whether there were significant differences in the assessments of the three groups of respondents. A quantitative descriptive research design was used. Fifty (50) respondents participated, composed of 20 BPSOs, 20 residents, and 10 barangay officials. Data were gathered through a structured survey questionnaire. Statistical tools included frequency and percentage distribution, weighted mean, and Kruskal–Wallis test. Training and skills obtained the highest overall weighted mean (3.31), followed by response time (3.25) and community engagement (3.21), all interpreted as “Agree.” The major problem identified was the lack of funds, tools, and manpower. The least-ranked problems were the unwillingness to participate in surveys/interviews and issues on fairness and accuracy of assessment. Kruskal–Wallis results showed no significant difference in the assessment of training and skills among the three groups, but significant differences were found in response time and community engagement. Most respondents were male, aged 31–40, and high school graduates, with varied length of service or residency. The findings indicate that BPSOs are generally effective in crime deterrence, particularly in terms of training and skills. However, operational limitations such as insufficient resources affect their performance. Differences in perceptions regarding response time and community engagement suggest the need for improved coordination and stronger community-based programs. Strengthening logistical support and enhancing participatory strategies may further improve BPSO effectiveness.
