Abstract

This study examined how the curfew is implemented in Barangay Canumay East, Valenzuela City, focusing on residents’ perceptions of its effectiveness in maintaining peace and order, reducing late-night disturbances, and improving community safety. The research used a quantitative approach, gathering numerical data through survey questionnaires. Random sampling was applied to reduce bias and improve reliability. Respondents came from four groups: guardians, police officers, barangay officials/tanods, and social workers. The survey focused on three key areas of curfew implementation: manpower, training, and community participation. The questionnaire included items on compliance with curfew rules, residents’ understanding of the ordinance, and observed effects on community behavior. Data were analyzed using descriptive statistics to identify general trends in responses. Results showed that most respondents rated the curfew implementation as “Implemented, ” indicating that it has positively contributed to peace and order in the barangay. Responses across the different groups were consistent, showing no significant differences in perception regarding the implementation of the curfew. Despite the overall positive assessment, the study identified major concerns that affect curfew enforcement. The most common issue was the lack of parental supervision, which leads to curfew violations among minors. Another concern was the lack of willingness or interest among able-bodied residents to participate in curfew enforcement and related community activities. These issues suggest that while the policy itself is effective, stronger support from parents and the community is still needed. Based on the findings, the study recommends that residents become more attentive to curfew rules by actively participating in meetings and announcements and by closely monitoring their children during curfew hours. It also emphasizes the importance of motivating volunteer officials through incentives and recognition programs to encourage greater participation. To support these improvements, a proposed budget of ₱105, 000.00 is allocated for initial implementation. Overall, the study offers practical recommendations for local authorities to strengthen curfew enforcement, reduce violations, and improve community cooperation, ultimately ensuring the safety and well-being of minors in Barangay Canumay East.
