Abstract

This study examined the assessment on the implementation of City Ordinance SP-2301-2014 in Barangay Commonwealth, Quezon City, aiming of evaluating its effectiveness, identifying gaps in enforcement, and determining the overall impact in the community. City Ordinance SP-2301-2014 was enacted to address and enforce the ordinance that protect and promote the welfare and safety of every juvenile in every community. Given the critical role of the barangay, they must both act as the frontline units and as the implementing arm of local governance by understanding the enacted ordinance and improving local policy execution together with the fair public service. The study used a descriptive quantitative research design to assess the implementation of a program in Barangay Commonwealth, Quezon City. Data were collected through survey questionnaires administered to parents or guardians and barangay public safety officers. The instrument measured respondents’ assessments in terms of awareness, enforcement, and deterrence. Descriptive statistics, including frequency counts, percentages, and weighted means, were used to summarize demographic profiles and perception levels. The Mann–Whitney U Test was applied to determine significant differences in assessments at a 0.05 level of significance. The findings revealed that while the Barangay Commonwealth has taken various active steps to implement the City Ordinance SP-2301-2014, the level of effectiveness varies across different aspect of enforcement. It was found out that having the lack of cctv in some corners of the community have become hindrance for the minors to commit criminal acts. On the other hand, establishing a community information drive program that promotes the awareness of parents and guardians, together with their children, by explaining to them the importance and objectives of the curfew ordinance through posters, social media, distribution of leaflets, and school orientations. In conclusion, the implementation of City Ordinance SP-2301-2014 in Barangay Commonwealth can be describes as highly implemented. The study recommends enhancing public information campaigns, providing additional resources for enforcement, and institutionalizing regular monitoring and evaluation mechanisms. By addressing these concerns, the barangay and the city government can improve ordinance implementation, thereby contributing to better governance and improved quality of life for residents of Barangay Commonwealth, Quezon City.
