Abstract

This study examined the effectiveness of restorative justice programs implemented in Barangay 176, Bagong Silang, Caloocan City, focusing on identifying strengths, challenges, and areas for enhancement in addressing youth delinquency. It assessed rehabilitation services, community participation, youth empowerment initiatives, overall effectiveness, and implementation challenges. The study aimed to contribute to the understanding of community-based restorative justice as an alternative to punitive systems. A descriptive quantitative research design was used. Data were gathered through survey questionnaires distributed to selected respondents, including barangay officials, community members, and youth participants. Statistical tools such as frequency, percentage, ranking, and weighted mean were used to analyze the collected data. Findings revealed that the restorative justice programs are generally perceived as very effective. Rehabilitation and counseling services received high ratings, indicating strong implementation of reformative approaches. Informative and preventive programs promoting legal awareness and youth responsibility were also highly rated. Community participation and parental involvement significantly supported program success. However, key challenges included lack of awareness among youth and residents, peer pressure, and behavioral resistance among youth offenders. Leadership training and sustainability planning received comparatively lower ratings. The findings suggest that while the restorative justice framework in the barangay is effective, continuous improvement is necessary. Strengthening awareness campaigns, youth leadership development, behavioral interventions, community engagement, and structured monitoring systems is recommended. Sustained collaboration among stakeholders is essential to enhance long-term impact and promote accountability, reintegration, and community safety.
