Abstract

This study examined the effectiveness of traffic rules enforcement in Barangay Batasan Hills, Quezon City, with the aim of identifying implementation gaps and understanding the factors that affect the success or failure of local traffic control plans. Specifically, it assessed traffic rules enforcement in terms of level of enforcement, public awareness campaigns, and severity of penalties. The study also tested the hypothesis that there is no significant difference in the effectiveness of traffic rules enforcement across these areas. A quantitative descriptive research design was employed in the study. The respondents consisted of 80 individuals, including 70 community members, 5 barangay traffic enforcers, and 5 barangay officials, selected through convenience sampling. Data were gathered using a researcher-developed questionnaire that covered the respondents’ demographic profile, assessment of traffic rules enforcement, problems encountered, and recommended measures for improvement. The instrument underwent validation by subject experts to ensure clarity, reliability, and content validity. The collected data were analyzed using frequency, percentage, and weighted mean. The findings revealed that respondents strongly agreed that traffic rules enforcement in the barangay is effective. Positive assessments were reported particularly in terms of enforcement practices, information dissemination or public awareness campaigns, and the implementation of penalties. However, despite these favorable evaluations, the study identified major concerns consistently reported by all respondent groups, including truck-related accidents, road congestion, and safety risks. The study concluded that although traffic rules enforcement in Barangay Batasan Hills is generally perceived as effective, there remain significant traffic-related issues that need to be addressed. The persistence of truck-related accidents, congestion, and safety risks indicates gaps in enforcement strategies and traffic management practices. Therefore, strengthening enforcement mechanisms, enhancing traffic control plans, and implementing additional safety measures are necessary to further improve road safety and overall traffic management within the community.
