Abstract

This study examined the implementation of the Theoretical Driving Course (TDC) Re-Training Program for traffic law violators in Barangay 77, South Caloocan City. The program is implemented under Republic Act No. 10930, which strengthens driver accountability and promotes road safety through the Land Transportation Office (LTO). The study aimed to evaluate the effectiveness of the program in improving drivers’ knowledge of traffic laws and encouraging responsible driving behavior. A quantitative research design was used in the study. Data were collected from fifty (50) respondents through survey questionnaires. Statistical tools such as frequency, percentage distribution, weighted mean, and z-test were used to analyze the data and determine the effectiveness of the program. Results showed that most respondents were male, aged 26–35 years, and commonly employed as private drivers or office workers. The TDC Re-Training Program was generally rated as “Very Effective” in terms of theoretical education, rules and regulations, penalties, overall implementation, and LTO involvement. Accredited LTO driving schools were rated “Effective.” However, some respondents reported challenges such as unclear training schedules and lack of feedback after completing the training. The findings indicate that the TDC Re-Training Program effectively improves knowledge of traffic laws and promotes responsible driving behavior. However, improvements in communication, scheduling, and feedback mechanisms are recommended to further strengthen the program and ensure better implementation in the future.
