Abstract

This study examined the role of community engagement in implementing Barangay Ordinance No. 004, Series of 2024, also known as the Barangay Payatas Disciplinary Hours, in Barangay Payatas, Quezon City. The ordinance restricts minors below eighteen (18) years old from staying in public places from 10:00 PM to 5:00 AM without valid reason. Anchored on the Collaborative Governance Theory of Ansell and Gash (2008), the research assessed community trust, community participation, and social norms and behaviors. It also identified barriers, determined significant differences in assessments, and proposed strategies to enhance engagement. A quantitative descriptive design was used. Data were collected through a self-made survey questionnaire administered to fifty (50) respondents, including parents, Barangay Public Safety Officers (BPSOs), and police patrolmen. Statistical tools such as frequency counts, percentages, weighted means, and analysis of variance (ANOVA) were used to analyze the data. Most respondents were aged 26–33 years, predominantly male, married, and serving as BPSOs. Results showed that respondents agreed that community trust and social norms positively influence curfew implementation, while community participation was strongly agreed upon as a key factor in effective enforcement. Significant differences were found in respondents’ assessments, indicating varying perceptions and experiences. Major barriers included lack of awareness of curfew policies and poor coordination among parents, police, and barangay officials. Although insufficient resources ranked lowest, it remained a concern affecting participation. The findings indicate that effective curfew implementation depends on active community participation, strengthened trust, and coordinated stakeholder efforts. Addressing communication gaps and enhancing collaboration through information campaigns, regular meetings, and orientation programs can improve compliance and enforcement. The study highlights the importance of collaborative governance in promoting peace, order, and public safety within the community.
