Abstract

This study examines the effectiveness of Mobile Beat Patrols as a crime deterrent in Barangay 176C, Caloocan City, where visible police presence is believed to reduce criminal opportunities. It aims to assess how well Mobile Beat Patrols maintain peace and order, analyzing respondents* demographic profiles (age, sex, years in service or residency) and their assessments of patrol effectiveness in police-community engagement, visible policing, intelligence gathering, and area coverage-including high-crime and slum zones. The research also tests for significant differences in assessments across profile variables, focusing on patrol frequency and visibility, response time and effectiveness, and crime prevention and reduction, while identifying implementation problems and proposing solutions. The respondents include 14 police officers assigned to Barangay 176C (selected by purposive sampling) and 30 residents (selected by random sampling). Data were collected through surveys, interviews, and questionnaires that measured perceptions of safety, awareness of Mobile Beat Patrols, crime experiences, and patrol effectiveness. The study uses a quantitative, descriptive design, with validation procedures and instruments tailored to capture community and officer feedback. Data analysis combines statistical and descriptive techniques, including time-series comparisons of crime rates before and after Mobile Beat Patrol implementation and survey analysis of community perceptions. The research process outlines design, sampling, instruments, validation, collection, and statistical treatment, allowing systematic evaluation of patrol impact and stakeholder views. Based on the findings, the study recommends strengthening operations by increasing patrol frequency and hours, adding personnel, and using technology for data-driven strategies. It stresses better communication and coordination among officers, security staff, and residents, greater community involvement in safety planning, adequate resources, continuous officer training, and strict accountability/ anti-corruption measures to maintain public trust and enhance patrol effectiveness.
