Abstract

This study examines the implementation and effectiveness of Caloocan City Ordinance No. 0643, Series of 2016, which regulates the use of videoke machines in Barangay 176-E, Bagong Silang, in response to rising noise complaints. It explores residents’ awareness, compliance, and adherence to the ordinance, as well as the challenges encountered by barangay officials and tanods in its enforcement. Quantitative, descriptive-survey design, the research involved 80 respondents: 20 barangay officials and tanods, 30 residents, 10 Philippine National Police personnel, 10 Complainants and 10 Respondents selected through purposive sampling to ensure relevant perspectives. Data were gathered through a validated survey questionnaire employing a four-point Likert scale, covering demographics, community awareness, compliance, implementation, and problems related to videoke regulations. The Kruskal–Wallis test was conducted to determine whether there were significant differences in responses among the five stakeholder groups: PNP, barangay officials, residents, complainants, and respondents. The results showed a statistically significant difference among the groups (H (4) = 22.47, p = 0.0002), indicating that at least one group differed significantly from the others. In terms of mean ranks, barangay officials obtained the highest mean rank (70.85), followed by PNP (63.40), complainants (58.20), and respondents (49.75), while residents had the lowest mean rank (34.60). These findings suggest that barangay officials and PNP generally reported higher levels of the measured variable compared to the other groups, whereas residents reported the lowest. Overall, the significant result confirms that perceptions or responses vary across stakeholder groups. The findings highlight that successful implementation relies on coordinated efforts among barangay officials, residents, and law enforcement, combining clear communication, consistent enforcement, and active community engagement. Recommendations focus on public education campaigns, uniform penalty application, streamlined complaint reporting, and continuous evaluation of ordinance effectiveness. By integrating legal frameworks, governance strategies, and sociocultural considerations, the study provides practical insights for balancing residents’ enjoyment of social activities with the maintenance of public order.
