Abstract

This study examines the implementation of barangay traffic ordinances in Barangay Santa Monica, Quezon City, focusing on enforcement practices, community awareness, and personnel effectiveness. The study aimed to evaluate how local governance initiatives contribute to traffic management and identify challenges affecting ordinance implementation. Key initiatives include road signage installation, regular patrols, and community awareness campaigns conducted through barangay assemblies and social media platforms. A descriptive research design was employed using survey questionnaires administered to barangay officials, traffic enforcers, and selected residents of Barangay Santa Monica. The study was guided by local governance principles and traffic and transport management practices. Respondents’ demographic profiles were also analyzed to better understand perceptions toward ordinance implementation. Findings revealed that most respondents were adults aged 36–45 years, predominantly female, married, and college educated. Overall, respondents strongly agreed that barangay ordinances were effectively implemented. The three evaluated variables—implementation, apprehension, and personnel—received strong agreement ratings, indicating favorable community perception. Statistical analysis showed that apprehension practices, officer implementation, and personnel performance were viewed more positively compared to other aspects. Despite positive evaluations, several challenges were identified, including high vehicle volume, limited road infrastructure, insufficient personnel to monitor busy intersections, and the need to improve compliance among motorists. Respondents emphasized that fines help discourage violations, while community participation strengthens ordinance effectiveness. The study concludes that effective implementation requires fair apprehension protocols, adequate personnel support, and strong community engagement aligned with city-level regulations. A proposed action plan recommends enhancing public awareness programs and providing traffic enforcers with adequate tools and safety equipment.
