Abstract

This study examines the Problem Encountered in Implementation of Republic Act No. 10054, also known as the Motorcycle Helmet Act of 2009, in Novaliches, Quezon City. To increase safety and lower the number of motorcycle-related injuries and fatalities, the legislation requires all motorcycle riders and passengers to wear standard protective helmets when riding on any public road or highway. Since motorcycles are among the most accessible and popular forms of transportation in the region, it is crucial to make sure that this legislation is consistently and effectively enforced. This study assesses how the law is being implemented in terms of the legal framework, institutional capacity, and public trust, all of which have a significant impact on riders' voluntary compliance. Using a descriptive research approach, the study collected information from fifty (50) respondents, who were made up of law enforcement officials and motorcycle riders. Forty-eight percent (48%) of the respondents were young people, and ninety percent (90%) of the respondents were men, Based on the demographic profile. The findings of the ANOVA also showed p-values greater than zero point zero five (0.05) in every category, indicating that there is no discernible difference in the opinions of motorcycle riders and law enforcement officials. Although Republic Act No. 10054's institutional and legal grounds are thought to be solid, there are still ongoing issues. The most urgent issues include inconsistent implementation seventy percent (70%) and a lack of rider discipline eighty-two percent (82%), especially in residential areas where monitoring might be less obvious. The finding that law's framework is sound, the study finds that in order to address habitual non-compliance and further enhance road safety in Novaliches, Quezon City, targeted awareness campaigns like the proposed "Short Drive, Big Risk" initiative and strengthened localized enforcement strategies are required.
