Abstract

This study investigates the role of Barangay Public Safety Officers in promoting safety and security in Barangay Payatas A, Quezon City. As community-based frontline peacekeepers, Barangay Public Safety Officers are tasked with maintaining public order, assisting in crime prevention, and supporting law enforcement initiatives at the grassroots level. Grounded in the principles of community-oriented policing and participatory governance, this research evaluates the extent to which these officers contribute to enhancing public safety within the barangay. The study employed a descriptive-quantitative research design to assess the effectiveness of Barangay Public Safety Officers in key operational areas, including community engagement, patrol visibility, incident monitoring, reporting procedures, enforcement activities, and coordination with the Quezon City Police District. Data were collected through structured survey questionnaires administered to selected residents and barangay officials of Payatas A, Quezon City. Statistical tools such as frequency distribution, percentage analysis, weighted mean, and ranking were used to analyze the gathered data. Findings reveal that Barangay Public Safety Officers play a significant role in maintaining peace and order by conducting regular patrols, responding promptly to community concerns, implementing safety programs, and fostering collaboration between the barangay and formal law enforcement agencies. However, operational challenges such as limited resources, insufficient training, and logistical constraints were identified as factors affecting their overall performance. The study concludes that while Barangay Public Safety Officers significantly contribute to the promotion of safety and security in Barangay Payatas A, sustained institutional support, enhanced training programs, and strengthened inter-agency coordination are essential to improve their effectiveness. The results of this research provide valuable insights for policymakers, local government units, and law enforcement agencies in strengthening community-based public safety initiatives.
