Abstract

This study, titled “An Assessment on the Level of Performance of the Lupon Tagapamayapa in Novaliches Proper, Quezon City, ” focused on evaluating how effectively the Lupon performs its role in resolving community disputes. It assesses their performance based on three key areas: Approach, which includes their active and proactive efforts; Procedures, which involve how they respond and resolve conflicts; and Collaboration with the Barangay and the residents. The study used a quantitative descriptive research design, Data were collected through a survey questionnaire and analyzed using descriptive statistics such as frequency and percentage distribution. This approach allows the researchers to gather objective information, quantify perceptions, and provide a clear assessment of the Lupon’s effectiveness in implementing community-based justice programs in Novaliches Proper, Quezon City. The analysis, interpretation, and discussion of data gathered from forty (70) respondents composed of barangay tanod’s, Police officers, Lupon Members, Accused and complainants of Novaliches Proper, Quezon City. The study’s Results indicated a satisfactory performance with most respondents confirming proper mediation procedures and peaceful dispute resolution. Complainants and respondents had equal opportunities to voice concerns, fostering fair decision-making. However, challenges such as slow response times, limited member availability, insufficient training, documentation issues, and inadequate facilities were noted. Despite these obstacles, the Katarungang Pambarangay system successfully promotes community peace and amicable settlements. The findings indicate that the Lupon Tagapamayapa is crucial in fostering community harmony and averting disputes from developing into formal legal matters. Residents' satisfaction with barangay-level mediation indicates its efficacy as a community conflict resolution method, reflecting their trust in the barangay justice system. However, challenges such as delays in response time and the lack of continuous training point to areas needing enhancement. Improved organization, training, and facilities are necessary to boost confidence and professionalism in mediation. Overall, strengthening institutional support and community engagement can improve the effectiveness of the Lupon Tagapamayapa and promote a more peaceful barangay environment.
