Abstract
This study, titled The Impact of Disarming Technique Program for Barangay Officials and Employees in Barangay Payatas, evaluated the effectiveness of a structured disarming training intervention in enhancing the functional readiness, confidence, and community safety performance of barangay personnel. Anchored on Experiential Learning Theory by David A. Kolb and grounded in the mandate of Republic Act No. 7160, the study sought to determine: (1) the demographic profile of respondents; (2) the level of impact of the program in terms of response to duty, quick response time, reduced risk of injury, community safety, secured community, safer community, enhanced confidence, new skills application, and confidence in ability; (3) whether a significant difference existed in the evaluation of the program; (4) the challenges encountered in applying disarming techniques; and (5) appropriate interventions to address identified gaps. Using a quantitative descriptive design, data were collected from 50 purposively selected respondents composed of five (5) barangay officials, fifteen (15) barangay employees, and thirty (30) Barangay Public Safety Officers through a validated researcher-developed questionnaire. Frequency, percentage, weighted mean, and t-test at 0.05 level of significance were used for data analysis. Findings revealed that the Disarming Technique Program had a high to very high impact on most performance indicators, particularly in response to duty, quick response time, reduced risk of injury, community safety, safer community, enhanced confidence, new skills application, and confidence in ability. Statistical testing showed a significant difference in the evaluation of the program across these variables, leading to the rejection of the null hypothesis, except for the secured community variable, which was found not significant. Respondents also identified challenges related to resource limitations, need for continuous drills, and logistical constraints. The study concludes that structured, scenario-based disarming training significantly strengthens operational readiness, professional confidence, and non-lethal conflict management among barangay personnel. It is recommended that the local government institutionalize regular refresher trainings, allocate sufficient resources and protective equipment, integrate simulation-based assessments, and enhance coordination with concerned agencies to sustain and further improve community-level peace and order initiatives.
