Abstract

Traditionally, maintaining peace and order was primarily the responsibility of the police. However, modern approaches now emphasize cooperation between law enforcement and the community in preventing crime and improving public safety. In urban communities like Barangay Fairview, Quezon City, police–community partnership plays a vital role in promoting safety through shared responsibility, trust, and collaboration. This study used a descriptive, quantitative, non-experimental research design to assess the effectiveness of police–community partnership in reducing crime and improving public safety in Barangay Fairview, Quezon City. A total of 55 respondents composed of police officers, barangay officials, and community residents were selected using purposive sampling. Data were gathered using a structured survey questionnaire and analyzed through frequency, percentage, weighted mean, ranking, four-point Likert scale, and the Kruskal–Wallis H test. Findings showed that most respondents were aged 34–41 years (33%), female (55%), college graduates (53%), and had lived or served in the barangay for 10 years or more (91%). In terms of effectiveness, crime prevention was rated Very Effective with a composite mean of 3.48. Key indicators included frequent police patrols (mean = 3.89), regular awareness campaigns (3.60), and active community participation (3.45). However, challenges were also identified, particularly low community participation, limited resources, poor communication, and fear of retaliation. Recommended solutions such as allocating additional police manpower, increasing community involvement, and establishing protective reporting measures received strong support from respondents, with 95% agreeing on these strategies. The study concludes that police–community partnership significantly contributes to improving public safety and reducing crime in Barangay Fairview. Strengthening trust, improving communication, increasing participation, and ensuring transparency are necessary to sustain its effectiveness. Continuous collaboration among police officers, barangay officials, and residents is essential for long-term peace and order.
