Abstract

Traffic congestion and sidewalk obstruction are common problems in many urban areas, including Commonwealth, Quezon City. These issues often affect the daily lives of residents, motorists, and pedestrians. To help address these concerns, the Metropolitan Manila Development Authority (MMDA) implemented Resolution No. 02-28-S-2002, which focuses on improving road safety and regulating sidewalk clearing operations. The successful implementation of this resolution requires proper coordination between the MMDA, barangay officials community. This study used a descriptive research design to understand the perceptions of respondents regarding the implementation of MMDA Resolution No. 02-28-S-2002. The respondents included residents, motorists, barangay officials, and several sidewalk vendors in Commonwealth, Quezon City. Data were collected through a survey questionnaire that asked questions related to collaboration, road safety, and public awareness. A total of 50 respondents participated in the survey. The responses were analyzed using frequency counts, percentages, and weighted means in order to determine the level of effectiveness of the resolution and how the respondents perceived its implementation. The results of the study show that most of the respondents belonged to the 38–47 age group, followed by those aged 18–27, 48–55, and 28–37. In terms of gender, there were more male respondents, with a total of 31, while female respondents totaled 19. Most respondents were married, with 24 individuals, while 17 respondents were single. In terms of educational attainment, the majority of respondents were high school graduates, totaling 18 people. The survey results also showed that respondents generally believe that collaboration between the MMDA and barangay officials helps improve road safety and traffic management. The findings also indicate that public awareness plays an important role in ensuring that people follow traffic rule and regulations. The findings of this study highlight the importance of cooperation between the MMDA and barangay officials in implementing traffic regulations and clearing operations. When there is good coordination between these agencies, policies can be enforced more effectively, which helps improve road safety and traffic flow. Overall, improving communication, strengthening collaboration between agencies, and increasing public awareness can contribute to safer roads and better traffic conditions in Commonwealth, Quezon City.
