Abstract

In the context of Republic Act No. 9165, this study examined challenges affecting the Barangay Drug Clearing Program in Barangay 180, Caloocan City. It considered stakeholder characteristics and perceptions of local anti-drug initiatives among Barangay Anti-Drug Abuse Council officers, police officers, and residents. The study involved 60 purposively selected respondents: 15 Barangay Anti-Drug Abuse Council officers, 15 police officers, and 30 community members. The source describes the approach as “quantitative phenomenological” and reports the use of survey questionnaires, in-depth interviews, and focus-group discussions. Data collection followed approval and respondent briefing. Statistical analysis was applied to survey data, but the specific quantitative and qualitative analytic procedures are not fully described. The source results section presents recommendations rather than empirical results. It recommends strengthening referral systems and coordination, aligning the perspectives of police, council members, and residents, increasing budget allocations, developing creative awareness campaigns, and conducting longitudinal studies to identify sustainable drug-prevention practices. Most respondents were college educated, aged 34–41, had four to six years of service, and were evenly distributed by sex. Functional roles of the anti-drug council, referral systems, and accessible rehabilitation programs were identified as strengths. A Welch test reportedly showed a significant difference in perceptions, with police officers viewing the efforts differently from council members and residents. Limited budgets and low community engagement were identified as the principal implementation challenges.
